Thus in the last 2 years the offices of Treasurer and Post-

-master-General have been combined in the same person for 13

months: the office of Assistant Postmaster-General will short-

-ly be suspended for several months, the office of Second

Assistant Registrar-General is at present suspended, the

posts of Assistant Superintendent, Victoria Gaol, and First

Clerk at the Magistracy are now filled by the same Officer,

the post of Assistant Superintendent of Police is suspended

and the posts of Registrar, Supreme Court, and Land Officer

are filled by the same Officer.

The conclusions arrived at, and

amply demonstrated in the attached tables are that in order

to provide for the normal absence on leave and the proper

complement of Officers to fill posts thus rendered vacant 12

Passed Cadets are normally required, and that of these 5

should be Legal Cadets. In my Despatch No. 92 of 17th. March,

1911, I asked that two more Cadets might be selected, and in

view of the facts I have stated I now request that an

additional two may be posted to this Colony. The remaining

three to complete requirements I propose to defer till 1912

though in point of fact they are really required at once.
